Will US and Russia Use Soviet–Era Tesla Weapons to Defeat Islamist Terror Nukes?The Moscow Treaty of 2002 and Russia’s probationary acceptance into NATO is in response to the need to combat international ter-rorism. In the process, Russia and America are putting Cold War nuclear weapons in the “rear view mirror” as President Bush said in Moscow. Perhaps America and Russia have reached this mutual accord because the concept of Mutually Assured Destruction (MAD) that kept the two nations from destroying the world is a nonstarter for third world nuclear powers like Pakistan, which publicly rejected a "no-first-use" nuclear policy.
